Sites Evidence Agencies Requests Sources

How complete are the records?

Reviewed October 27, 2026. This focused review covers 12 agency dossiers. A closed request does not necessarily mean the research is complete. Public maps and contracts can fill part of a gap while historical permits and emails remain missing.

New agency-location evidence: 18 dated Monroe GIS records and six Moxee LPR records. These are evidence records, not a count of additional active cameras. Existing evidence is preserved.

Monroe #26-1362 - partial evidence; gaps retained

The city GIS supplies 18 Flock location records with facing directions, last edited January 14, 2026. The executed order lists 22 Falcon units. The difference remains unresolved; the full historical permit and email scope is incomplete.

Moxee 26.09.10 - partial evidence; gaps retained

The October 16 agency release includes a native September 21 device-health export identifying six LPR locations with exact coordinates. Five corroborate distinct positions in the older locate evidence; Rivard Road/Park Avenue is an additional position. The broader historical and PTZ scope still needs review.

Everett D005619-091826 - partial evidence; gaps retained

The agency notice identifies released contracts and camera locations; retrieval remains. Public program material identifies three PTZ parks, and monthly reports extend through August 2026. The full deployment and historical record scope remains incomplete.

Kennewick PD-2026-1227 - partial evidence; gaps retained

Public city expenditure records establish historical Flock funding, and legislative-priorities material discusses transition to Axon. Crowd-mapped points remain separate evidence. A complete official location and historical deployment production has not been recovered.

Moses Lake #26-1146 - partial evidence; gaps retained

The 2023 annual report documents 16 installed cameras at that historical date, and 2022 council minutes document a property-license authorization. These and community mapping do not replace the withheld 260-file production or prove current operation.

Granite Falls PRA2026-58 - partial evidence; gaps retained

Official 2024 council material documents the Flock award. Community-reported locations are candidate evidence, not a complete agency inventory. Historical deployment, permit and correspondence coverage remains incomplete.

Grays Harbor County #2026-1351 - partial evidence; gaps retained

The earlier release supplies nine tracker locations: eight labeled installed and one planning. Four property-permission addresses support the record but are not assigned to tracker identifiers without an explicit link. Public minutes document purchase approval; broader records remain outstanding.

Goldendale #26-110 - partial evidence; gaps retained

Original reporting from a police-chief interview identifies a 2025 plan for cameras at Ekone Park, World War II Park and three town entrances. Complete coordinates and the full records production remain unavailable. The plan is historical, not installation proof.

Grandview deployment request - partial evidence; gaps retained

The official February 28, 2023 packet includes a location table and map for 10 existing plus 10 additional planned cameras. This is useful historical primary evidence; complete current locations, permits and correspondence remain unverified.

Bonney Lake PD #20260918-EB1 - partial evidence; gaps retained

The August 27, 2024 public council packet supplies procurement, grant, agreement and presentation material beginning on page 71. These documents do not establish the full deployment and permit history or substitute for all requested emails.

Mill Creek W013608-092126 - partial evidence; gaps retained

The first release contains 19 official location records: 12 with agency coordinates and seven unresolved. The city timeline and public presentation add context; the full second installment and historical correspondence have not been replaced.

Auburn P051773-091826 - partial evidence; gaps retained

Reviewed camera-manager and permit records already supply substantial location evidence. The 48 live-device entries were normalized to 39 physical-location rows, with planned and historical records retained separately. Reused P033 labels and distinct P004/P040 records remain separate. The broad email search remains incomplete.

Location inventories, historical plans, purchase quantities, permits and present operation are separate claims. Community maps that reuse OpenStreetMap are one source family. Missing records stay marked incomplete.
